11月16日下午,应欧洲研究中心邀请威廉?华莱士爵士在政府管理学院廖凯原楼为北京大学的学生带来一场关于欧盟对外关系的精彩讲座,该场讲座由政府管理学院李强教授主持。华莱士爵士一方面是LSE的教授,具有很高的学术造诣,同时又服务于英国议会上院,具备丰富的政治实践经验,故而他的演讲既不乏理论角度深邃敏锐的洞察,又兼具实践层面复杂而丰富的实例,短短的一个半小时着实使在座的北大学生获益良多。华莱士教授首先就欧盟的总体情况和已经取得的成绩做了精辟的概述,随后就欧盟与周边国家关系、欧盟与美国关系、欧盟作为一支重要的区域力量在全球秩序中扮演的角色等问题作了深入浅出、鞭辟入里的阐述。最后,华莱士教授就同学们热情的提问一一作答,教授本人的幽默睿智和对欧盟事务了如指掌、信手拈来的自如风度给同学们留下了极其深刻的印象。
On November 16th, Lord William Wallace who was invited by Centre for European Studies gave us a speech on the diplomatic policy of EU. Professor Li Qiang held this lecture. Lord William Wallace is professor at London School of Economics (LSE) with excellent academic achievement , and he also serves the British Parliament’s Upper House as a peer with affluent experience on political affairs.His speech was impressive not only because of his profound observations from the theoretical perspective but also plenty of animating examples. In the speech, Prof. Wallace firstly introduced EU and its achievements, then he talked about the different relations between EU and its neighbors as well as the U.S., and raised questions on the role EU would play as a regional power in a global order. After the talk, Prof. Wallace answered audiences’ questions ranging from international politics, regional culture collision and communication to EU-China relation. There was a very happy time for both the speaker and his audiences.
Lord William Wallace of Saltaire is Professor. of International Relations at the London School of Economics. He is also a member (peer) of the British Parliament's Upper House - the House of Lords. Lord Wallace is affiliated with the Liberal Democrats political party.
Lord Wallace was made a Peer in 1995 and became a spokesman on Foreign Affairs and Defence. In 1997 he became a member of the Select Committee on the European Communities and Chairman of the Sub-Committee on Justice and Home Affairs. In 2001 he became the Party's main frontbench spokesperson in the House of the Lords on Foreign Affairs. In November 2004 he was elected joint Deputy Leader of the Liberal Democrat Peers. He wrote Why Vote Liberal Democrat for the general election in 1997.
Lord Wallace was born in Leicester on March 12th 1941. He read history at Kings College Cambridge in 1959. He studied for three years at Cornell University in the USA and then finished his PhD at Oxford University on the Liberal Revival 1955-66. He was a lecturer in the Department of Government at the University of Manchester from 1967. Prof. Wallace has been Director of Studies of the Royal Institute of International Affairs 1978-1990. He was then Walter Hallstein Senior Research Fellow at St. Anthony's College, Oxford until 1995 and since then he has been a Professor of International Relations at LSE. He has published several books, including The Transformation of Western Europe (1990) and several editions of Policy-Making in the European Union.
