Prof. Tomas Bergstrom is associate professor and head of the department of Political Science, Lund University. His research focuses on many themes of political science, especially local governance and democracy in Europe.
Tomas Bergstrom教授是瑞典隆德大学政治学系的副教授和系主任。他的研究方向主要集中于欧洲的地方统治和地方民主。
内容简介：
Introduction：
The aim of this lecture is to increase the awareness of and improve the understanding of the local and regional levels of government in Europe. Issues to explore are the importance of sub-national government for democracy and the welfare state and the factors changing the relationships of sub-national government with national and supra-national governments. How has sub-national government evolved in different (clusters of) European countries with regard to autonomy, control, size, economic dependence etc? Discuss the concepts such as subsidiarity and centre–periphery. What norms and values are embedded in sub-national institutions in different countries? What is the direction of change proposed?
本次讲座旨在增进对欧洲地方政府的关注和理解。我们将会探讨以下议题：地方政府对民主、福利国家的重要影响，改变地方政府和国家甚至超国家政府关系的因素有哪些？欧洲各国的地方政府在自治、管制、规模、经济依赖等方面是如何发展的？关于权力自主原则、中心-边缘等概念的探讨、各国地方政府建立了什么规范和价值理念？地方政府变革方向是什么等。
