选举是谁的游戏？为什么学界对投票率的研究集中于选民，而无视竞选精英？究竟是人为因素，还是结构因素导致投票率的下降？通过梳理、评析相关文献，我的研究试图回答上述问题。

Research: Comparative Study of election system.
Who plays a key role in election system? Why academic researches on turnout are focusing on the voters, and ignoring the competitive elites? Whether is the agency factor, or the structural factor that led to the decline in turnout? My research is attempting to answer these questions.
